Phase 2 Guidelines for Individuals and Businesses

On Friday, June 5, 2020, Louisiana entered into Phase 2 of reopening. Phase 2 allows for additional non-essential businesses to reopen with some additional guidelines.
Beauty Shops, Salons, Barber Shops, or Tanning Salons (Contactless Tanning Only)
- Maximum capacity is 50% of the normal established capacity and will be based upon 1 person per 55 square feet of service area.
- Note: If the individual room or area is smaller than 55 square feet, one employee and one customer are allowed in the area.
- The facility must meet all current licensing requirements of the Louisiana State Board of Cosmetology or the Board of Barber Examiners.
- Contactless tanning includes indoor tanning beds, self-service applications, and sunless tanning booths. Hand-applies and air brush spray tanning are not included in Phase 2.
Event Centers and Outdoor Event Venues
- The capacity for any indoor event shall be subject to the following during Phase 2:
- Indoor event centers shall be limited to a maximum of 250 people or 1 person per 30 square feet of floor area, whatever is less.
- Fixed seating shall be reduced to 50% of normal capacity or to 250 seats, whichever is less.
- Only events controlled by invitations, ticket sales, or by reservations can take place in Phase 2.
- Events having a central speaker or with a central stage shall have assigned seating.
- Group seating shall not exceed 10 people and should be limited to persons who are members of the same household.
- Self-serve buffets and other common food service stations shall not be allowed.
- Indoor live entertainment, which includes bands and karaoke, and dancing are not authorized in Phase 2.
Fitness Centers and Health Clubs Including Aerobics, Yoga, and Martial Arts Classes
- Maximum capacity is 50% of the normal established capacity or 1 person per 60 square feet of floor area.
- Group classes may have minimal contact in 15-minute intervals.
Libraries
- Maximum capacity is 50% of the normal established capacity or 1 person per every 2 seats.
- Group seating shall not exceed 10 people.
Movie Theaters
- Maximum capacity is 50% of the normal established capacity or 1 person per every 2 seats.
- Where present, counter concessions and seated food service is allowed, but subject to Phase 2 - Restaurants, Cafes, and Coffee Shops guidance.
Museums, Zoos, and Aquariums Including Children's Museums
- Maximum capacity is 50% of the normal established capacity or one person per every 55 gross square feet.
- The following children's museum activities are not included in Phase 2:
- Hands-on (tactile) exhibits
- Birthday parties
- Unsupervised food service
Outdoor Play Centers and Playgrounds
- Fenced-in outdoor areas shall be limited to 1 person per 30 square feet of net usable area within the fence.
- Minors shall be accompanied by their parent/guardian who shall remain at the facility at all times. The parent or guardian must be at least 18 years old.
Outdoor Sports and Activities and Outdoor Racing Events
- Bleachers and stadium seating shall be reduced to 50% of normal capacity.
- Seating should not be allowed within 6 feet of aisles or above pedestrian entrance and exits.
Places of Worship
- Maximum capacity is 50% of the normal established capacity or one person per 30 square feet.
- Ushers should be provided to enforce social distancing requirements, assign seating, and further manage any movement of people at all times that the building is occupied.
- One usher should be provided for every 50 persons in attendance.
Restaurants, Cafes and Coffee Shops, Bars, Nightclubs, and Micro-Breweries
- The maximum capacity is limited to:
- 50% of the normal established capacity for restaurants, cafes, coffee shops, microbreweries, and bars with LDH food service certificates.
- 25% of the normal established capacity for bars and nightclubs without LDH food service certificates.
- Self-serve buffets and other common food service stations shall remain closed.
- Indoor live entertainment is not allowed Phase 2.
- Outdoor live entertainment, including singing, must allow for 6-foot distancing and a 2-foot aisle between entertainment and audience.
Shopping Malls and Retail Stores
- Maximum capacity is 50% of the normal established capacity or one person per 60 square feet.
- Enclosed shopping mall building owners or managers must submit a reopening plan to the State Fire Marshal prior to opening under the Phase 2 guidelines.
- An enclosed shopping mall building can only open and operate from 11 a.m. to 7 p.m., Monday through Saturday, and 12 p.m. to 6 p.m. on Sunday.
- Play areas and other common non-essential spaces within the mall building are to remain closed during Phase 2.
Swimming Pools and Aquatic Venues
- Maximum capacity for aquatic venues and swimming pools is limited to 1 person for every 60 square feet of available deck space within the aquatic venue.
- Camps, day cares, and school groups which exceed 10 participants in one body of water shall be considered congregate recreational swimming and are not included in Phase 2.
- Group swimming lessons (>3 students to 1 instructor) are not permitted in Phase 2.
- Hotels shall limit pool access to current guests only.
Tattoo, Massage, and Esthetician Services
- Maximum capacity is 50% of the normal established capacity or one person per 55 square feet.
- Chairs shall be placed 6 feet apart measured from the chair edges where movement between chairs is not necessary.
- Where movement is necessary between chairs, the chairs shall be spaced 8 feet from chair edges.
